An individual who is employed or legally engaged by PHSA to perform work for the purposes of carrying out PHSA’s mandated programs and activities, including:
- officers,
- directors,
- PHSA Employees,
- medical staff members (including physicians, midwives and dentists),
- nurse practitioners,
- residents,
- fellows or trainees,
- health care professionals,
- students,
- volunteers (with appropriate documentation),
- contractors,
- researchers or research staff formally engaged by PHSA as employees or contractually as service providers, and
- other service providers retained under a contract to perform services for PHSA.
PHSA-Affiliated Associates
Although PHSA-Affiliated Associates are not considered PHSA Staff, they fall into a category of individuals with whom PHSA has an established working affiliation and/or has a legal or contractual relationship permitting PHSA to exercise control and oversight over their access privileges. PHSA-Affiliated Associates include:
- any regional health authority employee formally affiliated with a PHSA provincial program, provincial clinical program, or health improvement network and working in support of program needs (for example, the Provincial Lead for Cancer Surgery);
- any BC researcher holding membership status, as defined below, with one of the five PHSA research entities (BC Cancer, BCMHSUS, BCCHR, BCCDC, WHRI);
- any extramural researcher formally affiliated with a PHSA provincial program, provincial clinical program, or health improvement network and undertaking research in support of program needs; and
- any extramural researcher doing research utilizing a PHSA facility.
Membership status refers to individuals who are members of a PHSA research entity in the following categories and have undergone the PHSA onboarding process that includes privacy and confidentiality training:
- BCCHR: Investigator or Affiliate Investigator, Trainee
- BCMHSUS: Investigator or Affiliate Investigator, Trainee
- WHRI: Full or Associate Member, Trainee
- BC Cancer: BC Cancer Scientist Researcher or BC Cancer Clinical Researcher
- BCCDC: Any principal investigator or co-investigator involved in UBC-CDC/BCCDC research projects and who holds their primary affiliation with BCCDC.

Recorded information about an identifiable patient thatis obtained, collected, created, stored, maintained or accessed by a program/registry.
